TOURNAMENT REGULATIONS

2026 EDITION - TOURNAMENT REGULATIONS

ART. 1 – ORGANIZATION

The Albitsol Foundation, headquartered at Rruga e Saraceve 27, Tirana, Albania, and operational office in Via Domenico Scarlatti 11, Milan, Italy, organises an international tournament called “EAGLE CUP” played at venues and stadiums proposed by the Albanian Federation.

ART. 2 – PARTICIPATION CATEGORY AND AGE LIMITS

The 2026 tournament is reserved for players in the Under-17 category, duly registered with their clubs for the 2025–2026 season. Players born on or after 31/12/2009 are eligible, plus up to 3 overage players born in 2008 per match.

ART. 3 – LOANS

Loan players are allowed, up to a maximum of 8 per team, non-interchangeable and valid for the entire duration of the tournament, with proper authorization from their club (which cannot be participating in the tournament).

ART. 4 – PLAYER, STAFF AND COACH IDENTIFICATION

Teams must submit, before the tournament begins, a list of up to 30 players (20 U17 and 10 born in 2008), plus 2 coaches and up to 5 official staff members.

Players must be identified 15 minutes before each match by presenting official documents (passport, ID card, license, or federation card). Players or staff without valid ID will not be allowed to participate.

ART. 5 – SUBSTITUTIONS

Up to 8 substitutions are allowed per match, at any time, with prior notice to referees. Players must keep the same jersey number throughout the tournament (1–28).

ART. 6 – TOURNAMENT FORMAT

The tournament consists of 4 groups of 3 teams. The top 2 teams from each group advance. Each match must produce a winner: in case of a draw, penalty kicks will decide the result. Points system:

* Win in regular time: 3 points * Loss: 0 points * Win on penalties: 2 points * Loss on penalties: 1 point

Sistema punti:

* Vittoria nei tempi regolamentari: 3 punti
* Sconfitta: 0 punti
* Vittoria ai rigori: 2 punti
* Sconfitta ai rigori: 1 punto

Criteri di spareggio:

1. Scontri diretti
2. Differenza reti
3. Gol segnati
4. Sorteggio

La fase a eliminazione diretta è senza tempi supplementari: in caso di parità si va direttamente ai rigori.

Sono previsti:

* Quarti di finale
* Semifinali
* Finale
* Partite di piazzamento

Mini-tornei aggiuntivi determinano il 5° e il 9° posto.
Le prime 8 squadre si qualificano automaticamente per l’edizione successiva.

ART. 7 – MATCH DURATION

Matches consist of two 30-minute halves.

ART. 8 – REFEREES

Matches will be officiated exclusively by referees appointed by the Albanian Football Federation.

ART. 9 – DISCIPLINE

Disciplinary actions are handled by the official Sports Judge appointed by the Albanian Federation.

ART. 10 – AUTOMATIC SANCTIONS

* A player sent off is suspended for the next match. * A player receiving two yellow cards is suspended for one match.

ART. 11 – PROTESTS

Protests must be submitted within 15 minutes after the match, with a €100 fee.

ART. 12 – INELIGIBLE PLAYERS

Players without proper registration, medical certification, or clearance cannot participate.

ART. 13 – GENERAL RULES

All unspecified matters follow the rules of the local football federation.

ART. 14 – TOURNAMENT COMMITTEE

A committee will oversee disputes and unforeseen situations. Members include Dr. Vasenka Leka and Prof. Agron Kasa. Referee decisions cannot be contested.
